Governments, industry consortia, and standards bodies have each proposed frameworks to manage AI risks and promote trust in AI systems. This paper provides a comparative analysis of six leading AI governance frameworks: the SANS Critical AI Security Guidelines, NIST’s AI Risk Management Framework (AI RMF 1.0), the EU Artificial Intelligence Act, Google’s Secure AI Framework (SAIF), Cisco’s Responsible AI Framework, and the emerging ISO/IEC 42001 and 23894 standards. For each framework, we examine its origin and development, the organizations behind it, its adoption and usage, guiding principles and categories, key strengths and distinctive features, and how it compares and contrasts with the others. We conclude with an overview of the current AI governance landscape, highlighting common themes, gaps, and trends that shape the future of AI governance.

SANS Critical AI Security Guidelines

This makes it analogous to Google’s SAIF in aim (both target AI security), though their genesis differs: SANS is a community-led, vendor-neutral effort, whereas SAIF originates from a single company’s initiative. Notably, both SANS and SAIF highlight many of the same concerns (from supply-chain vulnerabilities to adversarial attacks), indicating consensus in the security community about top AI risks. Overall, SANS’s guidelines stand out for technical granularity, and they function best when used in conjunction with the governance and risk frameworks provided by NIST, ISO, or regulatory standards – effectively serving as the “security arm” of AI governance.

NIST AI Risk Management Framework (AI RMF 1.0)

The Biden Administration’s 2023 Executive Order on AI called for “robust, reliable, repeatable, and standardized evaluations of AI systems”, an ethos that resonates with NIST’s framework and has led to efforts to incorporate NIST’s guidance into federal AI procurement and oversight. Internationally, NIST launched a Trustworthy AI Resource Center to share implementation examples, signaling a push for global alignment. Early adoption case studies from various organizations have been collected by NIST to illustrate how the framework can be tailored in contexts ranging from finance to healthcare. While formal “adoption rates” are hard to quantify for a voluntary framework, the influence of NIST’s AI RMF is evident: it set a foundation that other frameworks (including ISO’s standards and corporate programs) explicitly build upon or cross-reference. Its impact is analogous to that of NIST’s Cybersecurity Framework – providing common language and best practices that many entities choose to follow, even beyond U.S. borders.

Framework Principles and Structure: Central to NIST’s AI RMF are the characteristics of trustworthy AI and a core functions-based approach to risk management. In the framework’s parlance, a trustworthy AI system exhibits seven key characteristics: it is Valid and Reliable (performing as intended under expected conditions), Safe (does not endanger life or health), Secure and Resilient (resistant to attacks and able to recover), Accountable and Transparent (decisions and operations can be understood and traced), Explainable and Interpretable, Privacy-Enhanced, and Fair with Harmful Bias Managed. These mirror many widely accepted AI ethics principles and provide high-level goals that organizations should strive for. To operationalize these goals, the AI RMF defines four core functionsGOVERN, MAP, MEASURE, and MANAGE – which structure the AI risk management process. In brief, Govern is about establishing a culture of risk management and accountability (e.g. having policies, roles, and oversight for AI in place). Map involves contextualizing and identifying AI risks by understanding the AI system’s purpose, scope, and potential impacts throughout its lifecycle. Measure refers to analyzing and assessing identified risks (using qualitative or quantitative methods to evaluate things like accuracy, bias, security vulnerabilities, etc.), and Manage entails prioritizing and responding to risks – e.g. implementing controls, monitoring, and adjusting as needed. The framework encourages creating Profiles which are sector- or use-case-specific instantiations of the core that reflect the current (“as-is”) risk posture and a target (“to-be”) posture. This allows organizations to benchmark progress and tailor the guidance to their unique context. Overall, NIST’s framework does not prescribe specific controls but rather provides a structured process and vocabulary for managing AI risks continuously. By emphasizing iterative improvement and alignment with broader organizational risk management, it embeds AI governance into existing enterprise risk frameworks. It provides a broad umbrella that covers the full spectrum of AI risks – from safety and security to fairness and privacy – under a coherent risk management paradigm. Because it is outcome-focused and voluntary, organizations can adopt the framework without fear of non-compliance; it serves as guidance rather than a checklist, which makes it adaptable to rapidly evolving AI technology. This flexibility is augmented by NIST’s supplemental resources (like the Playbook and Crosswalks) that help translate the framework into concrete practices. Another strength is the strong alignment with established standards and best practices. NIST deliberately built on existing risk management knowledge, aligning terms with ISO’s risk vocabulary and referencing the OECD AI Principles and other international benchmarks. This makes the framework easier to integrate for organizations already following, say, ISO 31000 for risk or ISO 27001 for security. The consensus-based creation process lends credibility and buy-in – the framework reflects input from over 400 formal comments and many workshops, which means it has been vetted by diverse experts. A distinctive feature of the AI RMF is its explicit emphasis on trustworthiness and human rights in the context of AI. By foregrounding characteristics like transparency, accountability, and bias mitigation, NIST’s framework goes beyond pure technical metrics of risk to incorporate ethical considerations. Comparison and Contrast: NIST’s AI RMF often serves as a bridge between various other frameworks. Many organizations treat it as the baseline to which other efforts are mapped. For instance, corporate frameworks (Google’s SAIF and Cisco’s Responsible AI program) and international standards (ISO 42001) explicitly cite consistency with NIST’s principles. Compared to the EU AI Act, NIST’s framework is voluntary and lacks enforcement mechanisms; however, the substance overlaps: the EU Act’s requirements (e.g. risk management, transparency, data quality) can be met by following processes that NIST outlines, making the AI RMF a practical method to achieve regulatory compliance in jurisdictions that mandate “trustworthy AI”. NIST’s framework is often contrasted with ISO’s AI standards – both cover similar ground in risk management. ISO/IEC 23894 (AI risk management guidance) was developed around the same time and aligned with ISO’s generic risk principles; it is conceptually very close to NIST’s approach, though NIST 1.0 was available slightly earlier in 2023. In practice, the NIST and ISO guidance are more complementary than competing: organizations worldwide may use NIST’s detailed Playbook alongside ISO’s normative requirements to build their AI governance systems. One key difference is that ISO 42001 is certifiable, whereas NIST is purely guidance – some organizations may pursue ISO certification for external validation while using NIST internally for risk processes. When comparing NIST to SANS’s guidelines or Google’s SAIF, the difference is in scope and depth. NIST covers a broader scope (ethical and societal issues in addition to security) but at a higher level of abstraction, whereas SANS and SAIF zoom in on security controls. Importantly, NIST’s RMF explicitly encourages integration of such domain-specific controls; for example, under its “Manage” function one might incorporate SANS’s recommended controls as risk mitigations. Conversely, SANS references NIST to ensure security measures align with overall governance. In summary, NIST’s AI RMF stands as a central, unifying framework: it aligns well with the values of the EU Act and ISO standards, and provides a container into which more specialized frameworks (like SANS or corporate principles) can fit. Its voluntary nature and broad acceptance have made it a common denominator in AI governance discussions globally.

EU Artificial Intelligence Act

Origin and Legislative Development: The EU Artificial Intelligence Act (EU AI Act) is a landmark regulatory framework initiated by the European Commission as the world’s first comprehensive law aimed at governing AI. The process began with an AI White Paper in 2020 and a formal legislative proposal unveiled in April 2021. After intense negotiations between the European Parliament, Council, and Commission (reflecting differing views on issues like biometric surveillance and innovation safeguards), the final text of the regulation was approved in mid-2024. It was published in the EU Official Journal on 12 July 2024 as Regulation (EU) 2024/1689. The Act entered into force on 1 August 2024, and while it is immediately law, most substantive provisions will apply after a two-year transition, starting 2 August 2026. This timeline gives organizations time to comply with the new rules. The EU AI Act is explicitly described as a “horizontal legal framework” for AI across all 27 EU Member States, meaning it sets uniform requirements for AI systems regardless of sector. As a regulation (not a directive), it is directly binding on organizations operating in the EU (or providing AI outputs into the EU). The Act’s development was driven by the EU’s desire to ensure AI systems are safe, transparent, and respectful of fundamental rights, in line with European values. It builds on earlier EU efforts like the 2019 Ethics Guidelines from the High-Level Expert Group on AI, but crucially shifts from voluntary guidance to enforceable law. With 180 recitals and 113 articles, the EU AI Act is a dense legal text—covering definitions, scope, prohibited practices, risk-based classification of AI systems, requirements for high-risk AI, obligations for various AI value-chain actors, regulatory oversight structures, and hefty penalties for non-compliance (up to €35 million or 7% of global annual turnover, whichever is higher).

Adoption and Reach: The EU AI Act will be binding across Europe, making it the most far-reaching AI governance framework in terms of legal impact. Once in effect, any company or provider that wants to deploy AI systems in the EU market will need to adhere to its provisions, effectively creating a de facto global standard for AI governance (similar to how the EU’s GDPR influenced global privacy practices). Already, major companies and AI developers worldwide are monitoring the Act and preparing compliance strategies, given the significant fines and market access implications. In terms of formal adoption, by mid-2024 the Act has become law, and EU Member States are gearing up to establish supervisory authorities and compliance infrastructures mandated by the Act (such as the European AI Office to coordinate enforcement). While it is too early for “adoption” in the sense of organizational implementation (enforcement starts in 2026), the influence of the EU AI Act is evident: other jurisdictions are evaluating similar regulatory approaches, and businesses are conducting gap analyses to align their AI practices with the Act’s requirements. For instance, firms are inventorying their AI systems to identify which might be deemed “high-risk” under the Act, and adjusting development processes to incorporate required risk assessments and documentation. The Act’s risk-based approach is also shaping international discussions – it has popularized the taxonomy of unacceptable, high, limited, and minimal risk AI categories. Even bodies like ISO and the OECD are ensuring that their standards and guidelines can map onto the EU Act’s concepts. Thus, while the Act is a regional law, its adoption has global ramifications: it effectively pushes organizations toward a higher baseline of AI governance if they wish to operate in the European market.

The key categories are: (1) Prohibited AI Practices, a narrow set of uses banned outright due to unacceptable risk (e.g. AI systems that deploy subliminal techniques to manipulate people, exploit vulnerable groups, or enable social scoring by governments, as well as certain real-time biometric identification in public spaces). (2) High-Risk AI Systems, which are the centerpiece of the Act – these include AI systems either (i) used as safety components in regulated products (like AI in medical devices or automobiles), or (ii) those used in eight critical domains outlined in Annex III (such as education, employment, essential services, law enforcement, migration, and justice). High-risk systems are permitted, but subject to stringent requirements. (3) Limited-Risk AI, which covers systems that are not high-risk but still warrant some transparency obligations (for example, AI that interacts with humans like chatbots must disclose it’s AI, or “deepfake” content must be labeled) – the Act imposes specific transparency duties on these. (4) Minimal or Low-Risk AI, which encompasses most AI applications (like AI in video games or spam filters); these face no new obligations under the Act beyond existing laws. For High-Risk AI systems, the Act enumerates detailed mandatory requirements for developers and deployers. These include establishing a rigorous risk management system throughout the AI lifecycle, ensuring high quality of training datasets (to minimize bias and errors), drafting extensive technical documentation and records to enable traceability, building transparency and information provisions for users, instituting appropriate human oversight measures, and guaranteeing the robustness, accuracy, and cybersecurity of the AI system. In essence, a high-risk AI must meet a suite of trustworthiness criteria not unlike those championed by NIST (safety, transparency, etc.), but here they are legal obligations. The Act also sets up conformity assessment procedures: many high-risk AI systems will require testing or certification (some via self-assessment, others by third-party notified bodies) before they can be marketed in the EU. Another significant element is the introduction of rules for General Purpose AI (GPAI) models – essentially foundation models or powerful base models that can be adapted to many tasks (including generative AI models). The final Act (reflecting 2023 amendments) includes a chapter specifically on GPAI, requiring providers of large GPAI models to comply with transparency and risk mitigation obligations (e.g. to evaluate and document their models’ capabilities and limitations, mitigate reasonably foreseeable risks, and include usage guidelines). Underlying the entire Act are principles of fundamental rights protection – the law repeatedly references the need for AI to respect rights like non-discrimination, privacy, and human dignity, aligning with the EU’s Charter of Fundamental Rights. The Act also envisages a governance structure (a European AI Board and national authorities) to oversee implementation and update the risk classification over time (Annex III can be amended as new high-risk use cases emerge). Another strength is the risk-based proportionality: by calibrating obligations to the level of risk, the Act avoids a one-size-fits-all approach and focuses efforts where the potential for harm is highest. This means innovation in low-risk AI is relatively unhindered, while critical applications face necessary scrutiny. The Act’s scope is also a strength – it covers the entire AI value chain, assigning responsibilities not just to developers, but also to deployers, importers, and distributors of AI systems. This comprehensive scope ensures accountability is shared and that, for example, companies integrating a third-party high-risk AI into their services must also ensure compliance. A distinguishing feature of the EU Act is the explicit grounding in fundamental rights and ethics, which is woven into the legal text. For instance, the requirement for bias monitoring in high-risk AI (via high-quality datasets and documentation of potential biases) and the outright bans on social scoring and manipulative AI reflect ethical stances seldom found in technical frameworks. The Act also breaks new ground by tackling general-purpose AI and generative models through law – recognizing that foundational models carry risks that propagate to many downstream uses. By requiring transparency for AI-generated content and diligence from model providers, the EU is attempting to set guardrails around the latest AI developments (something other frameworks were only beginning to discuss in principle). Finally, the Act’s development process, while slow, has yielded a high degree of democratic legitimacy: it was debated and amended by elected bodies, incorporating diverse societal viewpoints (for example, adding more human rights considerations). This gives it a normative weight that industry-driven frameworks might lack. In sum, the EU AI Act’s strength lies in being a pioneer regulatory regime that turns abstract principles into detailed legal requirements – its comprehensive, risk-calibrated, and rights-focused approach is likely to influence AI governance worldwide.

Comparison with Other Frameworks: The EU AI Act stands apart from the other frameworks in this analysis by virtue of being a government-imposed law rather than a voluntary or industry framework. Organizations may therefore use frameworks like NIST’s AI RMF or ISO 42001 as tools to achieve compliance with the EU Act; indeed, ISO 42001 was designed to help “align with regulatory requirements” including the EU AI Act. Unlike NIST’s broad and advisory nature, the EU Act is very prescriptive on certain points – for instance, it specifies minimum documentation that must be maintained, whereas NIST/ISO would simply advise keeping records. When compared to industry frameworks (Google’s and Cisco’s), the EU Act has a wider scope in some respects (it covers societal risks like manipulation and also includes public sector uses such as law enforcement AI). Cisco’s Responsible AI principles closely mirror the values underlying the EU Act – e.g. fairness, accountability, privacy – suggesting that big tech companies anticipated or at least aligned with the direction of regulation. SANS and SAIF provide those specifics (like defending against model inference attacks or data poisoning), thus they can be seen as complementary resources to fulfill the Act’s broadly stated obligations on security.
